Ft Benning is the home of the Airborne school where all armed forces are trained to static jump, but the base does not have an active airborne unit. Their operations are purely training, and they exercise the most caution (highest jumps, slowest airspeed, most pristine weather conditions).

I believe the only two airborne divisions in the army that actively execute mass drops are the 82nd and the 101st to a lesser degree being an air assault division as well, and I know the 82nd cares less on weather, wind, and altitude for its drops. I will try searching Tinker and Hill Air Force base websites for a Technical Order on dropping operations, perhaps they have publicly released T.O. since it's the Air Force that actually conducts the flight ops in a mass drop.

For our purposes, table 15-1 on page 15-3 has the minimum altitude information we need for the script. Table 15-1 differentiates between peacetime and combat jumps and is exactly what we were looking for. For drop airspeed's I found this handy little training guide at the same website:

It seems to be a nice little gouge to assist in the training of pathfinders and has the main types of aircraft we needed.
